QUALIFICATIONS SUMMARY
At OCC Group, Inc., Mr. Cotter has served as Vice President and Principal in charge of Engineering for 43 years. In this capacity he has been responsible for engineering policy and project format in addition to job supervision and design. Projects completed have included the engineering design of all types of civil works, as well as foundation and installation engineering in the Metals Industry. His experience as Project Supervisor to private contractors provides invaluable insight into all aspects of construction management for Mill Equipment installation.
EXPERIENCE
During his more than 41 years of experience Mr. Cotter has worked for the State of Connecticut, Department of Transportation in design sections and as Project Engineer in charge of inspection for roadway construction including bridge structures. Mr. Cotter has also served as Chief Engineer and Project Supervisor for an established Central Conn. general contractor. In these capacities he was involved with the design, supervision and construction management of major public works projects for roadways, sanitary sewers and storm drainage systems.
Since 1980, Mr. Cotter has served as Principal and Chief Engineer for OCC Group, Inc. and has supervised the engineering design and construction supervision of residential, commercial, office, and industrial projects throughout the State of Connecticut.
Since 1984 he has consulted with a Ct. Mill Builder for the design of mill foundation projects in the USA and abroad. These designs included various types of mills and mill processing lines in the steel industry. From 1996-1999 he served in many capacities from the design of a 4 Hi Mill foundation to Project Engineering Manager for a 700,000 sq. ft. Galvanizing and Galvalume plant in the Philippines. He over saw all disciplines including Civil, Mechanical, Electrical and Piping. He has coordinated several projects for the Ct. Mill Builder as the construction site manager.
From 2000 to 2021 he was the managing partner of CW International LLP providing rolling mill foundation design and consultation for various steel company producers in the US and abroad. These included new mill installations and retrofit of equipment and the equipment foundations for them. As part of CW International, Richard K White PE has provided structural engineering design services on these projects throughout the US and overseas. On a number of small retrofit projects Mr. Cotter has provided turnkey foundation construction for the equipment being retrofitted. He has also been the owner’s representative overseeing the construction of the equipment foundation by various contractors. In 2021 CW International LLP became CW International Associates, LLC. Mr. Victor Rivera has joined CW International Associates in 2022 adding additional depth to our services.
